The Vietnamese Historical Association solemnly denounces Vietnamese communist which has brutally repressed a former Republic of Vietnam Disabled Veterans, Mr. Ngo Duy The.

Ladies and Gentlemen,

Vietnam War gunfire has been silenced since 30-04-1975, more than 40 years and nearly 6 months ago, but the discrimination, inhuman persecution by the Vietnamese Communist against the former governmental and military officials of the old Republic of Vietnam is still ongoing in an ever persistent, strong and rough fashion.

We, the Vietnamese Historical Association, would like to raise the case of a former Republic of Vietnam Disable Veterans (RVDV) - Mr. Ngo Duy The - who was treated unfairly, inhumanly by the government of the Socialist Republic of Vietnam.

In a letter calling for help, written from Vietnam on September 29, 2015, Mr. Ngo Duy The’s words read:

”Over the years, my weather-bitten, 4th graded house starts crumbling: Half of the kitchen was already collapsed. We do not know when the other half will be completely decimated; consequently the fall-down will probably crush our children to death. We know very well the situation but could not afford to make any repair; let alone afford to pay the government for this very house as we have been ordered so!!!

Facing a dead-end, no way out, at the verge of losing the last family dig, I have no other alternatives but to ask for the mercy of the media, the leaders inside Vietnam and as well as overseas. I begged for the reconsideration from the Vietnamese Socialist government.

After a long wait we have suffered so many sleepless nights, constant frightening surveillances, and mid-night harassments by the raids of security forces, surrounded and followed daily by the secret police… I am not able to work and / or make living. Occasionally I have been summoned to the “district office” for interrogations, forced to sign unwanted documents, to confess committing some strange crimes that we did not know of… We were totally exhausted; sometime I passed out right at the interrogation desk.

At 15:00 PM on 29-09-2015, again Vietnamese communist determined to take my house away. The staff member of Phuoc Binh Land and Housing Department - District 9, accompanied by the security team leader, came down to the home with a serious notice: Within 10 days, I have to report to the Phuoc Binh Land and Housing authority, to go over the process of signing a “Lease Agreement” for the same house that my family has been living since May 13, 1972 until now!!

Knowing that this notice is no less than the agreement to voluntarily relinquish our home, we did refuse to receive this notice. For it would certainly cause the breaking-up of our family, the homelessness, and eventually we all would be dead because we do not have the money to pay for the so-called "”lease money."

And as the Resolution 755 of the State stressed that for "”housing units which have "been mistakenly left out" in Documents for Confiscation, however due to objective circumstances, that is it has not been yet consistent with the actual life of the People, consequently still in the process of Disposition or in-use, not yet allocated to others, not ready to make government offices, schools, or leveling for Parks, all will be reconsidered, and then depending on each particular case, will allocate house ownerships and arrange to stabilize the life of the People !!

We have heard such news and still waiting for it to going into effects, but why this situation (i.e. signing “lease agreement”) happened here and now...

The Vietnamese Historical Association (VHA) is very disappointed with the un-humane behavior of the authorities mentioned above regarding a former Republic of Vietnam Disabled Veterans – Mr. Ngo Duy The.

We call on the High Commissioner for Human Rights UN, EU Parliament, US Congress and the International and Vietnam media agencies to raise the voices to protest the above mentioned wrongdoing, un-humane acts; and simultaneous call on the Vietnamese Communist to immediately cease all plundering conspiracies against the home of a former Republic of Vietnam Disabled Veterans Ngo Duy The.

The former Republic of Vietnam Disabled Veterans Ngo Duy The’s case is just one example of the hundreds, thousands, millions of other cases of former South Vietnamese military personnel who have been mistreated with discrimination, extreme cruelty by the rulers of Socialist Republic of Vietnam.

This is one of the most serious form of human rights violations from the Vietnamese communist government. They must have received some sort of warning and / or denouncing from the international community.

In addition, we have attached a short e-mail for your further reference about the cruel nature organized by Vietnamese communist authorities against the former military personnel of the old Republic of Vietnam.

Please note that the email has been received yesterday by blogger namely “Dong Hai Long Vuong” (who introduced himself as the descendant of a Vietnamese communist official).

Please help to save the lives of the former Republic of Vietnam Disable Veterans Ngo Duy The as well as lives of other former South Vietnamese military personnel.

Thank you very much for taking your previous time to follow the case of Mr. Ngo Duy The.

Subject: The legal house was allocated to Disabled Veteran via the Republic of Vietnam Government as a relief, and now taken away by the Republic Socialist of Vietnam (RSVN) Government.

I am Ngo Duy The. I was born in 1950 in the city of Hai Phong, North Vietnam. On 1954, I followed my parents and migrated to the Southern Vietnam.

During the Vietnam War, I have joined the Republic of Vietnam Armed Forces and served as an infantry with 25th Infantry Division, KBC 4204, 50th Regimen, positioned at Ben Keo, Tay Ninh province (My Military ID number was 70/119.796).

In 1968, while participating a military operation in Suoi Sau – Suoi Cut, my unit was heavily shelled with VC mortars… My spine was hit hard by mortar shrapnel.

After 2 years of unsuccessful spinal cord treatment at the Republic’s General Hospital, the Medical Exam Committee has allowed me to be discharged from the Army and returning to lead a civilian life as a Disabled veteran. At that moment, Government of New Zealand and the International Red Cross have financially assisted the Republic of Vietnam Government to build the “Disabled Veteran Village” in Thu Duc and allocated the housing units to Disabled Vets. As the results, I have been given living unit located at 243 9th Street, Phuoc Binh Ward - District 9 Saigon.

At that time our family was so delighted because the earlier military raids in the Tet offensive 1968, our house has been burned down in the crossed fire! We’ve survived, but then the whole family were homeless, wandering about for years, living through several relief camps.

We had saved and used every penny to maintain this house as if this was the last resort of our life, but then the country fell into the turbulent of April 30, 1975!

The situation has deliberately changed. Being a lowlife disabled vet from the old regime, we were pushed aside, completely ignored and left rotten along the current of daily life. We continued to live under extreme poverty: no money, no foods, no medical assistances of any forms. My 86 years old father had a stroke and died in exhaustion. Two days after his death, we still could not manage to buy a cheap coffin for his burial. What a shame!

Many years have passed by. We thought the past was already closed behind us, but we are still regarded as 2nd class citizens in the life of a new society!

Being discriminated because of our past which was involved with the old regime, our miserable life went even further in deadlock when our last dig, legal under Republic of South Vietnam government, became illegal under the socialist government!!!

And, to deprive the legitimate ownership from RVDV, the state ordered the sale of the houses within Thu Duc Village, and put a price tag with warning on it: The RVDV’s who still want the house have to pay huge amount of money in the acquisition of their own home!

Because of our poor circumstances, we cannot afford to pay then we have to abandon / relinquish the ownership of our own house! Over the years, the weather-bitten, 4th graded house starts crumbling: Half of the kitchen was collapsed. We do not know when the other half will completely fall down; then the total collapse would probably crush our children to death. We know the situation but could not afford to make any repair; let alone afford to pay the government for this very house as we have been ordered!!!

Perhaps the two (The staff member of Phuoc Binh Land and Housing Department - District 9 and the security team leader) were conferred in advance, so although I presented the situation and the reason, the Housing Department staff just simply went ahead to read while its team leader, Mr. Nguyen Van Duoc, has written down as "witness" onto the notice (!) and then eagerly signed on it (Note that in the past, there was another RVDV, an Ex- Rangers, was allocated unit number 283 Route 9 .., but he so skillfully followed the steps of authority, already built a 3-4 floor high structure on it without any issues!) I did not know exactly how the plotted trap would be in the signing this notice, so I requested a photographed copy of the text’s content (please see the scanned attachment)

Now, because the state - through the Land and Housing Department of Phuoc Binh - have decided to take away our house. In the verge of losing the last place of living (also means the end of life) of my whole family, I'm solemnly making this petition, praying that Mr. Prime Minister Nguyen Tan Dung would keep his promise – according to the meanings of Resolution 755 – Please do not take away our home!

Dear Vietnamese Community Overseas, and the Association of South Vietnam Veteran overseas, the media, Inter-religions Council, Religious dignitaries, the Venerable Thich Khong Tanh and Religious dignitaries please speak up to the concern authority in order to help us retaining the house of an RVDV.

Subject: The petition for Mr. Prime Minister’s Consideration

Ref: House allocated by of Republic of Vietnam Disable Veterans before 1975, now Disabled Veteran has been forced to pay to buy his own house by District 9, Saigon.

Dear Mr. Prime Minister,

I am Ngo Duy The.
I was born 1950.
My ID card number 021 399 908, issued by City Police Agency on April 4, 1997.
I currently resided at 243 Route 9, Phuoc Binh Ward, District 9, Saigon.

I was an infantry of the 25th Infantry Division, was wounded and discharged in 1970.

On May 1972, I was assigned / allocated the house with the address mentioned above; and I have been lived there for 34 consecutive years (i.e. never been transferred or re-purchased from / to anyone else!) till today!

Then, with the Spirit of Charity and Social Welfare, Government of the Republic of Vietnam has joined forces with the Government of New Zealand, and with the assistance from International Red Cross have bought land to build a series of houses (had to pay for the local population, as now every time the State compensation for the Relief of the People!!!) and called the “Thu Duc Village.” Houses were to be allocated unconditionally to the RVDV. The allocation Paper / Ownership has also clearly stated that: When RVDV dies; the right to inherit is set for his Relatives and Children. (Article No. 4, please see attachments).

As a discharged soldier, we also painstakingly spent time and resources to build a home for our family. As the war ended on April 30, 1975... And Southern lost. We were also horrified to think that there would be a bloodbath Retaliation... and think of what would be the fate of a RVDV..v..v.. because RVDV have had no weapon, have lost the ability to defense… we have thought of committing suicide.

Then, after following the "New Economy Policies" which failed to make sense, we were allowed to stay put, however we were asked to back pay the “rent” of our own house (?) For we were so poor and unable to pay, we have submitted a letter which has read: "This house was unconditionally given to the RVDV, and it was built by the charity money from several Charity Development programs, absolute not the money from Mr. Thieu’s and his government’s money of any kind."

Then, as poorest person of Thu Duc District (at that moment, Thu Duc was still not considered as a part of District 9 Saigon yet), I had to walk from one to another Buddhist temple in town to sell incenses to make living and supporting a bed-ridden father who suffered many strokes. Although “bo-bo” (i.e. sorghum type of cheap stable food) famine has passed, we still did not have enough to eat, let alone the purchase of medications for my father.

For the trust in the fairness of the State, I submitted the petition to Prime Minister Vo Van Kiet and State Leaders at all concerned level to consider my case; and willing to be punished if my asking was untrue and / or falsified. I also submitted the request to the Housing Committee of Phuoc Binh Ward and District 9 to expedite the said petition to Mr. Prime Minister delivers. They accepted the request, but up to this moment everything is totally silent...

Two days after my father died of exhaustion, I still could not manage to buy for him a cheap to burry; let alone paying some amount of money for the Land Development Committee. Some of the government cadre with good heart even commented about our decaying house as: “It is unbelievable to see a house in such primitive condition! “ It was 1996.

Land and Housing Board simultaneously executed the Decree 61... to forcing us to pay money for my own. It has unmercifully turned off its humanity upon the sufferings of my family; and of the other similarly unfortunate RVDV as well.

We’re wondering whether, after 31 years of peace, for we have been the former RCDV of the old regime, so we have been mistreated as outclassed citizens (?) We all know, as human being, besides the foods, we still need a simple roof to live.

We sincerely call for Mr. Prime Minister to reconsider our case.

And for President Barack Obama / US Consulate General in Hanoi,

For the responsibility and humanity of all RVDV left in Vietnam, please open a programs to consider helping us have a way to get out of this dead end, or to stay with some sort of by-law social security measures.

And for Please the International Red Cross agency, Overseas Charity Organization Overseas, Media, In the name of humanity, please help us to forward this petition to Mr. Prime Minister to consider our last place to live.

We have to select this alternative because we do not have a mail box; and being afraid that our petition would get.

These people have been and always be victims by the most brutal revenge, cruelty of the communist regime in Vietnam.
